Contact Block submissions going to spam, can not change the default system email or the block email in systems

Contact Block submissions going to spam regardless of who is sent the form and can not whitelist. Tried to change the from email in dashboard / system & settings / system emails, but the system and block email address will not change reverting back to original. Any Idea how i can replace the email address? Thanks! 8.5.4

CORRECTED: application/config/concrete file was overriding dashboard system email and site name

Have you had a look at the details on this page:

It should hopefully give you some avenues to look at depending on what has already been setup on your site - e.g. Is there anything setup in the 'application/config/concrete.php' file?
