Popup Menu in Dashboard Single Page

Can anyone point me to the helper (if there is one) to create the popup menu that exists on C5 blocks/dashboard elements? See attached screenshot.

I think its implemented as a re-styled bootstrap popover.

Thanks! I am thinking there must be a method that could be called to trigger a popover though. I'd rather not recreate the wheel.
