Install fields are all disabled

Doing a new install of C5 and all the fields on the Install page a gray (disabled). Source shows disabled="1" on all inout fields.
1. This is a GoDaddy install, and the php.ini has been created.
2. I also have all file permissions set right
(Green checks on all init test items with no exceptions)
3. Also tried 5.4.2 and 5.4.2.1
4. tried installing in the root and \concrete5 folders
Any ideas?

IE9 was in compatibility mode!
Change it back you normal mode and all is good. There's two hours i can't get back! ;-)
