8.4.2 Switch Language block results in 404 error

I have 2 locales:
/ (ru_RU by default)
/en/ (en_US)

When I click on the US flag, it goes to the /en/PAGE. But when I click on the Russian flag, it goes to the /ru/PAGE and not just /PAGE resulting in a 404 error.

How can I make it go to the site root in the default locale?

This happens if you change the default locale to another, then add a 2nd locale the same as original before, then delete it, and then change the default locale back to the original - this stuffs up the whole site. I had to reinstall.
