Edit bar Blank when logged in as Admin or any user

When I log in as any user my edit bar is blank (i.e. the bar is there but there is no options, see screenshot).
When I manually navigate to the dashboard the options on the edit bar appear.
This seems to be isolated to my safari browser (5.1.3) as it works in firefox.
Also some dodgy code has appeared in my footer that I have not put there, has my site been hacked. The code is:

I have no add ons installed and I have the footer referenced correctly -
It seems to be a safari problem, as the bar works in firefox and on other computers.
Coming to think of it I did update safari the other day so could it be a bug on apples part?

Just browsing by, but that link is to a compromised site. Don't click on it then follow to the site it links to.

What add-ons are you running?
The blank edit bar comes from a javascript error, probably with one of your add-ons. Also, make sure your theme has footer required in the footer.
